Tolman's goal is to present an overview of the current state of the art oriented toward mental health professionals. While I'm not a professional in the field, I found the book to be a clear presentation of the material that suited me (as a technically educated person).
Particular credit should be given to an innovative use of graphic design - the author makes good use of sidebars to define technical terms, provide clarifications, and give illustrations from patient cases. This makes the work easy to follow. A glossary and detailed reference list are also useful tools.
In addition to its intended audience of medical professionals, I would recommend the book to any educated reader concerned with this condition.
